Type of a scam Phishing

Received a phone call on my cell from a non-profit supposedly called the National Insurance Foundation of North America. They were reporting information on new insurance laws that would drastically reduce insurance costs and tried asking a series of questions related to personal information that were insurance related. When I asked if they were an insurance agency or non-profit she said yes…? Clearly that would imply neither. She sounded like a computer. The number she called from was 651-315-8237. She was not able to legitimately answer any of my questions and proceeded to make numerous attempts to continue asking personal questions as if off a script. It was very suspicious and I hope they are not able to collect any information from anyone that they shouldn’t have.
