Type of a scam Online Purchase

Ordered a riding pony on their website for $129.99. they said they would email me when the product would be delivered. After a week I emailed them two times to find out when can I expect the merchandise. A week and a half later I cancelled the order and requested a refund. As of today it has been two months since I ordered this product. I have requested a Cancellation and Refund eighteen times. Eighteen times they have replied back with this email (see below):
