Type of a scam Rental

The owner of UA Properties sent a lease without his signature. He was paid $2900 for 1st month rent and security deposit. When I requested photos of the property I was sent a link to the photos published on-line. The property was listed as luxury. I arrived on 08/19/16 to find the property surrounded by homeless individuals begging for money. The outside smelled of urine. I entered the building and was shown around by the maintenance person. I saw five apartments on three floors. Each floor smelled of cigarette smoke. The halls were dark and dirty. The some rooms did not have closets, only a metal bar to hang clothes in the open. The false ceilings had water marks, even though none of them were on the top floor. The walkway from the building to the parking garage had windows broken. I immediately felt unsafe. I was in communication with the owner Dave Shah as the maintenance person showed me around. I told him repeatedly that this was not a luxury apartment and is unsafe. In an email exchange, he advised that he would refund my money in full.
