I contacted him through text on my phone and he responded (Bob Schlick) of United States Department of People Compensation appeals board. (USDP cab). Programs going on are you ready to apply. What is your full name, I texted it to him . He checked and I received congratulations, my name was on list. I would receive free money from government, not loan . I could use to start a business or whatever I wanted to do. I quit contacting him.
