Type of a scam Healthcare/Medicaid/Medicare

Several days ago I was in a minor car accident that did not result in any injuries to anyone involved (was at ~1 mph and resulted in minor damage to a bumper).

I received a call from 614-756-0823. The person calling introduced himself as Tony, and claimed to be representing the Wellness Group. He then asked me about symptoms – back or neck pain or soreness from the injury that I sustained during my accident. When I asked for explanation, he told me that they were a group of doctors and healthcare professionals dealing with referrals for injuries sustained in accidents. When I asked who referred me, he abruptly hung up. I continued receiving calls from him later that day. I picked up one more time. In that instance, he again introduced himself as representing the Wellman Group calling about the injuries I sustained in an accident. He then asked me whether I experienced any neck or back pain or soreness, and stated that "we need to bring you in for a free consultation and medical evaluation as part of the process for you receiving your cash settlement." When I asked who referred him, he hung up.

As possibly relevant context, earlier that day I received a call from "Injury Referral Services" (330-454-3606) who asked me for information regarding my accident so that they could put me in touch with one of their networks. They claimed that under Ohio law, my insurance company could not refer me to an injury specialist. I contacted my insurance company and they informed me that they were not familiar with any such restriction. I told the Injury Referral Services folks that I would call them back later. I did not provide any of the requested information or consent to a referral. I do not know if they were involved in the subsequent calls that I received. I have their voicemail saved and can provide it on request. The Wellness Group did not provide such a voicemail.

I marked "the scammer did not attempt to take money" because we did not get to that point in the conversation. A complaint I found indicates that he usually tries to do so later in the conversation.
