It is using the edu top-level domain because they were on the Internet before the strict rules for educational organizations went into effect. They are offering Bachelor, Master, and Doctorate Degrees in just about anything as long as you pay. Starts at around $800 for a Bachelor. They base the Degree on life experience only with no verification process.
The owner of the domain, Kevin Ryall, has a registered LLC (World University, LLC) in Boulder, CO but actually resides in Australia.
